How to insert layer
Layers are like transparent sheets of acetate stacked on top of each other. When you create a new flash movie, it contains one layer. You can add more layers to organize the artwork, animation and other elements in your movie. You can draw and edit objects on one layer without affecting the objects on another layer.
The number of layers you can create is limited only by your computer's memory
Step 1
Choose insert and then click the layer
Or right clicks the mouse at the layer and select insert layer.
The new layer will add as picture below.
